Minister Receives Letter from Victims Outlining their Asks for an Investigation

Today, Dignity4Patients CEO Adrienne Reilly responded to the Minister for Health, Jennifer Carroll MacNeill's request earlier this month for a short paper on the particular issues that victims want dealt with in a Commission of Investigation of Michael Shine. Having undertaken three engagement processes with victims and survivors, and sought advice from a leading expert on public inquiries from Dublin City University, legal advice, and instruction from Phoenix Law, below are the documents submitted:-


A short paper outlining the Terms of Reference for any inquiry/investigation titled ‘What do children and young people who were victims of sexual abuse at the hands of former surgeon and convicted sexual offender Michael Shine and from a statutory inquiry/investigation?’ (11 pages) 


Annex 1 – Snapshot of key asks from victims and survivors from a statutory investigation (5 pages)

We hope this submission by Dignity4Patients, on behalf of the victims and survivors, reflects the seriousness with which the victims have responded to the Minister for Health’s request for information.


It is our belief that sharing this information will lead to genuine and constructive engagement with the Minister, An Taoiseach, and the Attorney General, and help advance the victims and survivors call for a statutory inquiry.
