Commissioned by the Minister of Health, Jennifer Carroll McNeil, a 16-week Scoping Exercise started on 3rd March and was conducted by independent facilitator Lorcan Staines SC. This exercise was not a statutory inquiry. The task was to examine the existing record where possible, listen carefully to victims and survivors, identify the principal unanswered questions, assess what further clarity may realistically be achievable, and advise the Government on the appropriate next steps, if any.
