At least 20 doctors with licences to work in Finland had been restricted from practicing medicine by authorities in another country, often following a conviction for a serious crime.

The investigations began following complaints filed by the victims, who reported having suffered touching and sexually-oriented behavior during medical consultations with the doctor in his professional office.

Dr Steven Roberts, a consultant anaesthetist at Hull Royal Infirmary, touched both women and "made inappropriate and sexually motivated comments", a disciplinary tribunal found.
