Anger over disgraced doctor still practicing medicine

Dr Iuliu Stan, a Romanian doctor, was struck off from the General Medical Council (GMC) for subjecting patients to unnecessary anal examinations without their permission and inserting medications into their rectums. Some of the allegations against Dr Stan relate to children.


Royal Cornwall Hospital made a referral to the general medical council and an investigation followed. Dr Stan faced an independent medical tribunal which concluded in February last year. The tribunal ruled that up to 40 male patients over a five-year period were "preyed upon" by him. An undisclosed number were minors. Dr Stan was struck off by the GMC in 2024. Last year, the Royal Cornwall Hospital at Treliske, Truro, where Dr Stan worked between October 2015 and September 2020, sent letters to hundreds of parents in Cornwall informing them that their children may have been victims of the pervert doctor. This year the Royal Cornwall Hospitals Trust, which runs Treliske as well as West Cornwall Hospital in Penzance and St Michael's Hospital in Hayle, admitted full liability over the actions of the pervert doctor who preyed on young boys with the unnecessary intimate examinations. It was revealed that it could be more than 200 people who have been subjected to the preying pervert doctor. The trust told the various law firms representing his victims that it had accepted that Dr Stan’s actions would be negligent in respect of any rectal examination, testicular examination, catheterisation and any intimate examination of the genitals area.


Now an investigation by The Times newspaper has revealed that Dr Stan is again working as a doctor back home in Romania. Coodes Solicitors, one of the law firms representing some of his victims, has condemned what it sees as "systemic regulatory failures" and said the development was “deeply troubling”. The Cornish firm has called for urgent international reform to stop doctors barred in one country from working unchecked in another.


Rachel Pearce, partner and head of personal injury and clinical negligence at Coodes Solicitors, said: "Dr Stan’s victims have shown immense courage in speaking out and pursuing justice and it has been shocking for them to learn that Iuliu Stan is continuing to practise.


"They rightly expect that a doctor struck off for abusing patients should not be allowed to continue practising – not here, not anywhere.


"This case exposes serious flaws in how medical bans are recognised across borders and we are calling for urgent collaboration between governments and regulators to close these dangerous loopholes."


According to the The Times Dr Stan is working in Cluj-Napoca in Romania as a trauma and orthopaedic specialist, despite the GMC saying it alerted Romanian authorities to his previous actions in 2024.


One of the men abused by Dr Stan during his time at Royal Cornwall Hospital, and who is being represented by Coodes, has spoken out after learning that Dr Stan was being allowed to continue treating patients in his home country.


He said: “This has come as a huge shock and I think it is absolutely disgusting that Dr Stan is still being allowed to work abroad. I have lost all confidence and trust in the NHS and the authorities since I found out I was one of the persons he abused. It has affected me massively and my anxiety kicks through the roof when I see a hospital letter or get phone calls. I don’t think I will ever feel the same again. “Something has to be done to stop Dr Stan working and potentially ruining the lives of more people like me.”


Coodes is now joining calls for enforceable cross-border safeguards to prevent similar failures in the future. Ms Pearce added: "Patients deserve to feel safe and protected no matter where they are. This situation underlines the urgent need for a consistent, international approach to medical regulation. A ban should mean a ban, across all borders internationally, and certainly there is no excuse for this lapse in regulatory enforcement in Europe." This case highlights a critical failure in international medical regulation, where a doctor banned for serious misconduct can continue treating patients abroad. Patients rightly expect that when a doctor is struck off for abuse, that ban applies everywhere. The fact that this is not yet guaranteed points to dangerous gaps in global regulatory systems.
